We take pride on being North America’s leader of full-service solutions in the freight, passenger and commuter rail industries in Canada, the United States and offshore. Cad Rail has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives. Cad rail’s delivery team will operate and maintain Metrolinx’s rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area.

Summary of the role:

The Payroll Manager, you will be responsible for overseeing and managing all aspects of the payroll process within our organization. Your primary objective is to ensure accurate and timely payroll processing for all employees, compliance with relevant laws and regulations, and the efficient administration of all payroll-related functions. You will work closely with the HR team, finance department, and other key stakeholders to maintain a smooth and error-free payroll system.

This individual will collaborate with the management team, customers, suppliers, partners and involved stakeholders.

Core Accountabilities:

Payroll Processing:

  • Oversee the end-to-end payroll processing, including but not limited to calculating salaries, wages, bonuses, commissions, and other compensation components accurately and efficiently.
  • Review and verify timesheets, attendance records, and other payroll inputs to ensure accuracy and resolve any discrepancies.

Compliance and Legal Requirements:

  • Stay up-to-date with relevant payroll laws, regulations, and tax requirements to ensure compliance with local, state, and federal regulations.
  • Ensure timely and accurate payroll tax filings and remittances, including payroll-related reports as required by government agencies.

Benefit Administration:

  • Manage and administer employee benefits, such as health insurance, retirement plans, and other deductions, ensuring proper deductions and contributions are made according to the employees' preferences and employment contracts.

Data Management:

  • Maintain and update employee payroll records, ensuring confidentiality and accuracy.
  • Prepare and distribute payroll reports to relevant departments, management, and external stakeholders as needed.

Employee Inquiries and Support:

  • Act as the point of contact for payroll-related inquiries from employees, HR, and management.
  • Assist employees with any payroll-related issues, such as tax withholdings, direct deposit setup, and paycheck discrepancies.

Payroll System Management:

  • Oversee the implementation and maintenance of the payroll system, ensuring that it meets the organization's needs and is in compliance with data security and privacy standards.
  • Troubleshoot any payroll system-related issues and collaborate with IT or third-party vendors to resolve them promptly.
  • Experience with Oracle and/or other ERPs/systems for timekeeping and timesheet automation.

Process Improvement:

  • Continuously assess the payroll process and identify opportunities for streamlining and improving efficiency.
  • Develop and implement best practices and standardized processes for payroll operations.

Team Management:

  • Supervise and lead a team of payroll specialist(s) and/or administrator(s), providing guidance, training, and performance feedback.
  • Foster a collaborative and positive work environment within the payroll team.

Qualifications:

  • Bachelor's degree in Accounting, Finance, Human Resources, Business Administration, or a related field. Relevant certifications (e.g., Certified Payroll Professional - CPP) are a plus.
  • Proven experience as a Payroll Manager or a similar role with a solid understanding of payroll processing, tax regulations, and labor laws.
  • Strong knowledge of payroll systems and software; experience with major payroll systems is preferred.
  • Excellent numerical and analytical skills with an eye for detail to ensure accuracy in payroll calculations and data management.
  • Self-Starter and excellent organizational skills and ability to work under pressure esp. supporting month ends and client Invoicing and payroll reconciliation(s)
  • Thorough understanding of payroll-related compliance requirements and ability to adapt to changing regulations.
  • Proficiency in MS Excel and other payroll software to manage data and generate reports effectively.
  • Strong communication and interpersonal skills to effectively interact with employees, management, and external stakeholders.
  • Ability to handle confidential and sensitive information with discretion and integrity.
  • Leadership and team management skills to guide and motivate the payroll team effectively.
  • Strong problem-solving skills and the ability to work under pressure to meet tight deadlines.

The Payroll Manager plays a crucial role in ensuring employees are compensated accurately and on time, as well as ensuring compliance with various payroll-related laws and regulations. This role requires a combination of technical expertise, attention to detail, leadership abilities, and a commitment to maintaining a high level of accuracy and confidentiality.

  • Familiarity with other industries such as Aerospace and/or service manufacturing
  • Experience working in the rail industry with a comprehensive knowledge of rail equipment
